In 1955, at only five years old, Oscar sang publicly for the first time, accompanied by his father, performing the Paraguayan polka «Che Trigueña Mi.» From that moment, music ceased to be played and became destiny.
His early development was closely tied to the Guarani language and culture, strengthening his artistic sensitivity and vocal identity. A key influence was his uncle, internationally recognized paraguayan musician Gerardo Arroyo, composer and co- author of works such as Enseño de un Claro Lunar, Canto Bohemio, and the first major album later recorded by Oscar Perez con La Alegre Fórmula Nueva: Nde Aña Jarohory (Guarani) («Let Us Celebrate Your Day»).
Oscar completed his primary studies at Escuela Bautista de Villa Mora (formerly Francis Marion Soar School) in Asuncion, Paraguay. From an early age he combined formal education with a strong inclination toward music, stage performance, communication, and Christian spiritual formation.
He completed his secondary education in Buenos Aires, Argentina, where he initially pursued medical studies. At that time, his decision was serious and oriented towards service and professional stability.
In Buenos Aires, a defining moment occurred. His uncle, Gerardo Arroyo, recognized that Oscar’s natural charisma and vocal talent transcended academic vocation. He encouraged him to formally train in voice under professional instructors, convinced that such a voice deserved preservation and development.
When Oscar informed him of his intention to pursue medicine, his uncle responded:

During a Paraguayan community celebration in Argentina on July 10, 1970, an unexpected event changed his path.The principal singers of Los Brillantes del Paraguay, Calixto and Santiago Valdez, lost their voices after a demanding performance in the harsh winter climate. The event had to continue.Oscar Pérez was invited to record a song. After only two rehearsals, the Mexican ranchera «Celoso» was recorded. At age 22, while still studying voice in Argentina, Oscar recorded:

This recording later became part of the radio segment: «Oscar Pérez Internacional,» originally created to distinguish international repertoire from Paraguayan folkloric rhythms. During the late 1960s and early 1970s, upon returning to Paraguay, Oscar developed an extensive career as a radio host, presenter, and master of ceremonies under the pseudonym «Oscar 73.» He participated in major national events alongside recognized media figures Charles González Palisa and Alejandro Ortiz Aquino.
In a time when Paraguay resonated with traditional típicas, the era of grand orchestras had not yet been imagined. It was then that the vision of Miguel Ángel Rodríguez — one of the most prominent and respected communicators of his time, and father of the renowned Rubén Rodríguez, «El Pionero,» the golden voice — encountered the natural talent of Oscar Pérez.
A man of bold insight and forward- thinking spirit, Miguel Ángel understood that this voice and musical energy were destined to transcend local stages. In that meeting of destinies, the idea was born to travel across the entire country and beyond its borders, bringing to the people an orchestra with soul, identity, and continental projection.
Through this shared strength, the vision took form and a new chapter in popular music began to unfold: the rise of an orchestra that would not only perform songs but would carry the sound and spirit of Paraguay throughout South America.
At Restaurant Diagonal (Fernando de la Mora, Paraguay), he served as artistic director and performer at the request of proprietor Doña Reina Torales, further strengthening his vocal identity and public connection.
Between 1972 and 1973, Oscar Pérez entered a defining stage of professional consolidation while serving as artistic director and master of ceremonies at Restaurant Diagonal.
During this period, he performed alongside the group Los Brillantes del Paraguay, who, when interpreting international repertoire, used the name «La Nueva Fórmula.»

1. Copyright Management in Lyrics and Music
1.1. All songs authored by Oscar Pérez are duly registered with APA (Autores Paraguayos Asociados) for radio broadcasting, television, and live public performances.
2. Performer’s Rights Management in Analog Formats and Communication
2.1. Performer (analog rights): AIE Paraguay (Artists, Performers and Executants of Paraguay) – Oscar Pérez con La Alegre Fórmula Nueva®, for radio, television, and live public performances.
3. Phonographic Production (Audio-Only)
3.1. Phonographic rights, where applicable, are strictly limited to the reproduction and public communication of the audio-only phonogram in physical and/or analog formats.
3.2. Such rights do not include audiovisual synchronization, social media use, digital audio monetization, or digital audiovisual exploitation, unless expressly authorized in writing by the artist or his current authorized producer.
4. Collective Management of Producers (Where Applicable)
4.1. Worldwide producers’ collective management societies may manage only producer-related rights concerning audio-only phonograms (e.g., radio or analog communication), within the strict limits of the mandate expressly granted by Oscar Pérez or his current authorized producer (PREZPOWER AMERICAN INC.).
4.2. Worldwide producers’ collective management societies do not manage copyright, performer’s rights, synchronization rights, audiovisual uses, social media exploitation, or digital audio or audiovisual monetization without the express, written authorization of the artist or his duly authorized current producer.
5. Mandatory Declaration of Performer’s Rights (Including Audio-Only Platforms)
5.1. Performers’ rights must always be declared, respected, and remunerated, including on audio-only digital platforms and audiovisual platforms.
5.2. The performer is a living artist, and any digital use (audio or audiovisual) requires express, written, and specific authorization from the performer or his authorized administrator.
5.3. Silence, legacy contracts, or analog mandates do not constitute a digital grant.
6. Digital Distributors and Aggregators (DSPs)
6.1. Digital distributors, aggregators, and DSP intermediaries (including but not limited to audio-only and audiovisual platforms) are expected to act solely within the scope of the rights expressly declared and authorized by the rights holder or its duly authorized administrator–producer.
6.2. Distributors shall:
• accurately declare authorship, performer, and producer credits;
• respect and declare performers’ rights, including on audio-only platforms;
• refrain from asserting or enabling claims beyond the rights expressly granted;
• ensure that any monetization, content identification, or rights management action is supported by valid, written authorization.
6.3. Distributors do not acquire ownership of copyright, performer’s rights, image rights, voice rights, or audiovisual rights by virtue of distribution services alone.
6.4. In the absence of express, written, and specific authorization by the artist or his current authorized producer, distributors shall not:
• enable synchronization or audiovisual exploitation;
• initiate or support Content ID claims;
• monetize digital audio or audiovisual uses beyond the declared scope.
6.5. Distributors are expected to cooperate with platform review processes, including human review, correction of metadata, release of content, and revenue adjustment, where applicable.
7. Digital Rights Management Across Platforms, Social Media, and Future Audio and Audiovisual Technologies
7.1. PREZPOWER AMERICAN INC. (USA) acts as the authorized administrator for: OSCAR PEREZ CON LA ALEGRE FORMULA NUEVA® Y OSCAR PEREZ FANS OFICIAL™.
8. Fan Clubs and Community Pages
8.1. All fan clubs, fan pages, and community groups related to Oscar Pérez must be registered free of charge with OSCAR PEREZ FANS OFICIAL™.
8.2. Registration is required to ensure proper identification and coordination, protect the artist’s name, image, voice, legacy, and registered trademarks, and guarantee compliance with applicable rights and platform policies.
8.3. All registered fan clubs and community pages must strictly comply with the rules, guidelines, and policies governing the artist’s registered trademarks and intellectual property.
8.4. Any fan activity, page, or group operating without registration or outside established policies may be subject to review, restriction, or corrective action, in accordance with applicable law and platform policies.
9. General Rights Statement
9.1. All copyrights, performer’s rights, voice rights, image rights, and registered trademarks are duly registered and fully valid and enforceable.
10. Unauthorized Actions and Legal Consequences
10.1. Any silencing, blocking, omission of rights in audio/audiovisual catalog declarations, monetization, revenue collection, content identification, or rights management carried out without the prior, express, and written authorization of the rights holder and its official administrator–producer constitutes an unauthorized act and an infringement of rights.
10.2. Such actions lack legal standing, generate legal liability, and enable corrective measures, including—where applicable—the dispute of claims, request for content release, restitution of improperly collected revenues, and the exercise of relevant legal actions in accordance with applicable national and international law.
11. Platform Coordination
11.5. Upon verification of the information, platforms are respectfully requested to proceed, in accordance with their internal policies, with the release of content, correction of metadata, and revenue adjustments, consistent with this Declaration of Ownership and Rights Management of Oscar Pérez con La Alegre Fórmula Nueva® and its registered trademarks.
12. Initial Communications and Submission of Claims
Any initial communication, claim, assertion of rights, or notice of ownership relating to audio and/or audiovisual content must be accompanied mandatorily by the following documentation:
12.1. A complete copy of the original contract, duly executed with the artist’s handwritten signature, expressly and unequivocally granting digital exploitation rights for:
• digital audio platforms and/or
• audiovisual platforms,
• for commercial and/or promotional purposes within the digital environment (internet).
The absence of a specific and express clause granting digital and/or audiovisual rights shall be deemed as no authorization having been granted for such uses.
12.2. A sworn declaration of audio and audiovisual catalogs that are currently being exploited, publicly communicated, or monetized on digital audio and/or audiovisual platforms, including dates, platforms, and scope of use.
12.3. Communications that do not fully comply with the documentary requirements set forth herein shall not be evaluated or processed, and their mere receipt shall under no circumstances constitute acknowledgment, acceptance, validation, or presumption of rights, claims, or entitlements of any kind.
12.4. Any unauthorized use, monetization, content identification, or exploitation may be challenged, demonetized, blocked, or removed, without prejudice to the exercise of any other legal actions available under applicable national and international law.
12.5. All contractual documentation and/or formal communications must be submitted exclusively for review to the legal contact email address indicated on this website:

1. Gestión de derechos de autor en letra y música
1.1. Las canciones de autoría de Oscar Pérez se encuentran debidamente registradas en APA (Autores Paraguayos Asociados) para radio, televisión y ejecuciones públicas en vivo.
2. Gestión de derechos del intérprete en formatos y comunicación analógica
2.1. Intérprete (derechos analógicos): AIE Paraguay (Artistas, Intérpretes y Ejecutantes del Paraguay) – Oscar Pérez con La Alegre Fórmula Nueva®, para radio, televisión y ejecuciones públicas en vivo.
3. Producción fonográfica (solo audio)
3.1. Los derechos fonográficos, cuando correspondan, se limitan exclusivamente a la reproducción y comunicación pública del fonograma de solo audio en formatos físicos y/o analógicos.
3.2. Dichos derechos no incluyen sincronización audiovisual, uso en redes sociales, monetización digital de audio ni explotación audiovisual digital, salvo autorización expresa y escrita por el artista o su productora vigente.
4. Gestión colectiva de productores (cuando corresponda)
4.1. Las sociedades de gestión de productores fonográficos – mundiales pueden gestionar únicamente los derechos del productor vinculados a fonogramas de solo audio (por ejemplo, comunicación analógica o radial), dentro de los límites estrictos del mandato otorgado por Oscar Pérez o su productora vigente (PREZPOWER AMERICAN INC.).
4.2. Las sociedades de gestión de productores fonográficos – mundiales no gestionan derechos de autor, derechos del intérprete, derechos de sincronización, usos audiovisuales, explotación en redes sociales ni monetización digital de audio o audiovisual sin la autorización expresa y escrita del artista o de su productora debidamente autorizada.
5. Declaración obligatoria de derechos del intérprete (incluidas plataformas solo audio)
5.1. Los derechos del intérprete deben ser siempre declarados, respetados y remunerados, incluidas las plataformas digitales de solo audio y audiovisuales.
5.2. El intérprete es un artista vivo, y cualquier uso digital (audio o audiovisual) requiere autorización expresa, escrita y específica del intérprete o de su administrador autorizado.
5.3. El silencio, los contratos heredados o los mandatos analógicos no constituyen una cesión digital.
6. Distribuidoras digitales y agregadores (DSP)
6.1. Las distribuidoras digitales, agregadores e intermediarios DSP deberán actuar exclusivamente dentro del alcance de los derechos expresamente declarados y autorizados por el titular de los derechos o por su administrador–productora debidamente autorizada.
6.2. Las distribuidoras deberán:
• declarar correctamente autoría, intérprete y productor;
• respetar y declarar los derechos del intérprete, incluso en plataformas de solo audio;
• abstenerse de formular o habilitar reclamos fuera de los derechos expresamente otorgados;
• asegurar que toda monetización, identificación de contenido o gestión de derechos cuente con autorización válida y escrita.
6.3. Las distribuidoras no adquieren titularidad sobre derechos de autor, derechos del intérprete, derechos de imagen, derechos de voz ni derechos audiovisuales por el solo hecho de prestar servicios de distribución.
6.4. En ausencia de autorización expresa, escrita y específica del artista o de su productora vigente, las distribuidoras no deberán:
• habilitar sincronización o explotación audiovisual;
• iniciar o sostener reclamos de Content ID;
• monetizar usos digitales de audio o audiovisual fuera del alcance declarado.
6.5. Se espera que las distribuidoras cooperen con los procesos de revisión de las plataformas, incluyendo revisión humana, corrección de metadatos, liberación de contenidos y ajustes de ingresos, cuando corresponda.
7. Gestión de derechos digitales en plataformas, redes sociales y tecnologías futuras de audio y audiovisual
7.1. PREZPOWER AMERICAN INC. (USA) actúa como administrador autorizado de OSCAR PEREZ CON LA ALEGRE FORMULA NUEVA Y OSCAR PEREZ FANS OFICIAL™.
8. Clubes de fans y páginas comunitarias
8.1. Todos los clubes de fans, páginas de fans y grupos comunitarios vinculados a Oscar Pérez deberán registrarse de manera gratuita en OSCAR PEREZ FANS OFICIAL™.
8.2. El registro tiene por finalidad asegurar la correcta identificación y coordinación, proteger el nombre, la imagen, la voz, el legado y las marcas registradas del artista, y garantizar el cumplimiento de los derechos y de las políticas vigentes en plataformas.
8.3. Todos los clubes de fans y páginas comunitarias registradas deberán cumplir estrictamente con las normas, lineamientos y políticas vinculadas a las marcas registradas y la propiedad intelectual del artista.
8.4. Cualquier actividad, página o grupo de fans que opere sin registro o fuera de las políticas establecidas podrá quedar sujeto a revisión, restricción o medidas correctivas, conforme a la normativa aplicable y a las políticas de las plataformas.
9. Declaración general de derechos
9.1. Todos los derechos de autor, derechos del intérprete, derechos de voz, derechos de imagen y marcas registradas se encuentran debidamente registrados y plenamente vigentes.
10. Acciones no autorizadas y consecuencias legales
10.1. Cualquier silenciamiento, bloqueo, omisión de derechos en declaraciones de catálogos de audio/audiovisual, monetización, recaudación de ingresos, identificación de contenido o gestión de derechos realizada sin la autorización previa, expresa y por escrito del titular de los derechos y de su administrador–productora oficial constituye una acción no autorizada y una infracción de derechos.
10.2. Dichas acciones carecen de legitimación, generan responsabilidad legal y habilitan la adopción de medidas correctivas, incluyendo—según corresponda—la impugnación de reclamos, la solicitud de desbloqueo, la restitución de ingresos indebidamente percibidos y el ejercicio de las acciones legales pertinentes, conforme a la normativa nacional e internacional aplicable.
11. Coordinación con plataformas
11.5. Una vez verificada la información, se solicita respetuosamente a las plataformas que procedan, de conformidad con sus políticas internas, a la liberación de contenidos, corrección de metadatos y ajustes de ingresos, en concordancia con la presente Declaración de Titularidad y Gestión de Derechos de Oscar Pérez con La Alegre Fórmula Nueva® y sus marcas registradas.
12. Comunicaciones iniciales y presentación de reclamos
Toda primera comunicación, reclamo, manifestación de derechos o pretensión de titularidad vinculada a contenidos de audio y/o audiovisual deberá acompañarse obligatoriamente de la siguiente documentación:
12.1. Copia íntegra del contrato original, debidamente firmado de puño y letra por el artista, que incluya de manera expresa, clara e inequívoca la cesión de derechos de explotación para:
• plataformas digitales de audio y/o
• plataformas audiovisuales,
• con fines comerciales y/o promocionales en el entorno digital (internet).
La ausencia de una cláusula específica de cesión digital y/o audiovisual implicará la inexistencia de autorización para dichos usos.
12.2. Declaración Jurada detallada de los catálogos de audio y audiovisual que se encuentren actualmente explotados, comunicados públicamente o monetizados en plataformas digitales de audio y/o audiovisuales, indicando fechas, plataformas y modalidad de uso.
12.3. Las comunicaciones que no cumplan íntegramente con los requisitos documentales establecidos en el presente apartado no podrán ser evaluadas ni tramitadas, y su sola recepción no implicará, en ningún caso, reconocimiento, aceptación, validación ni presunción alguna respecto de derechos, reclamos o pretensiones de ninguna naturaleza.
12.4. Cualquier uso, monetización, identificación de contenido o explotación no autorizada podrá ser objeto de reclamo, desmonetización, bloqueo o retiro, sin perjuicio del ejercicio de otras acciones legales que pudieran corresponder conforme a la normativa nacional e internacional aplicable.
12.5. Toda documentación contractual y/o comunicación formal deberá ser remitida exclusivamente para su evaluación al correo legal indicado en este sitio web:
